
Restoring Control over the Immigration System - Our Response
ACH are pleased that the White Paper recognises the role of migration in shaping and strengthening Britain, and the importance of effective integration support. In his speech, the Prime Minister stated that ‘when people come to our country, they should also commit to integration, to learning our language’. We know from our work that migrant and refugee communities are keen to participate and contribute. There is a strong desire to learn a good standard of English, with long waiting lists for ESOL (English language classes). The commitment from refugees and migrants already exists, what is needed is for integration support and ESOL provision to be properly funded, effective and accessible. The White Paper’s support for a Community Cohesion strategy which empowers people and communities is a positive step. Any new initiatives should be delivered by grassroots organisations that are best placed to deliver this support effectively.
The White Paper proposals have concerning implications for refugee and migrant communities seeking to thrive and participate fully in UK society. Increasing barriers to settlement, including extending the waiting period to 10 years, is counter-productive to supporting people’s integration journeys and ability to contribute to UK society and economy.
Assertions in the PM’s speech that ‘we risk becoming an island of strangers’ are likely to exacerbate societal fragmentation and division, rather than bring us together. And talking about migration as having caused ‘incalculable damage’ to Britain disregards the strengths of our diverse and multicultural society, negating the enormous contributions made by people of migration backgrounds. This type of language is likely to further fuel distrust and hatred, which can erode community cohesion, as we saw from the riots and attacks on refugees and minoritised communities in July 2024.
To build resilient and united communities, we must move beyond divisive rhetoric and focus on inclusion. This means investing in resources that empower refugees, migrants, and all residents to participate, feel a sense of belonging, and thrive. Together with our partners, we are ready to work with the government to achieve this - for the benefit of everyone in society.
